Evaluation of cross-border cooperation between Hungary, Serbia and Croatia

Within de framework of IPA (Instrument for Pre-Accession Assistance), the National Development Agency of Hungary has awarded the contract for the ongoing evaluation of cross-border cooperation to a consortium led by HBH in Budapest. Among the consortium partners, Ex Ante has sub-contracted some EU-related analysis to AEIDL.

The tasks consist of providing methodological input on the evaluation plans, analysis of the contributions of IPA cross-border cooperation to EU regional development policy, and comparing them with similar programmes in France.

Evaluation of LEADER in Aquitaine

In September 2012, Pays et Quartiers d'Aquitaine, the regional development resource centre of the Aquitaine Region (France), has selected AEIDL to conduct the evaluation of LEADER in Aquitaine.

The mission of seven months covers 14 rural areas and local action groups that have benefited some €20 million from the European Agricultural Fund for Rural Development (EAFRD) since 2007, as well as other non-beneficiary rural areas.

Ex-post evaluation of the LEADER+ programme in the EU

In January 2009, the European Commission's DG Agriculture commissioned a consortium consisting of AEIDL, Metis, and the Central European University to conduct the ex-post evaluation of the LEADER+ programmes implemented in the various EU Member States in the period 2000-2008.

This 10-month task ended with a 500-page report containing summaries in French and English of the LEADER+ results in nine subject areas:  added value, activities, networking, methodology, impact, governance and citizenship, administration and funding, monitoring and evaluation, rural clusters. For each of these areas, recommendations were given for the next programming period.

Synthesis of ex-ante evaluations of Rural Development Programmes 2007-2013

In January 2008, the European Commission's DG Agriculture selected a partnership made up of AEIDL and ÖIR-Managementdienste GmbH (Austria) to summarise and analyse the ex-ante evaluations of the 94 national or regional Rural Development Programmes to be implemented between 2007 and 2013.

The synthesis enabled verification of the extent to which rural development strategies and measures established by Member States corresponded to the needs of Europe’s rural areas. A further aim was to provide recommendations on how to improve the monitoring and evaluation of the programmes at EU level.

European synthesis of LEADER+ mid-term evaluations

In November 2005, AEIDL, in partnership with the Österreichisches Institut für Raumplanung (OÏR) was awarded the contract to produce a synthesis of the mid-term evaluations of the LEADER+ Initiative.

This synthesis, produced at the request of the European Commission’s DG Agriculture, aimed to summarise the main conclusions from the 73 mid-term evaluations of the LEADER+ programmes at regional and national level, in order to prepare for the next programming phase (2007-2013).

AEIDL was a member of the “core group” which developed the methodology and was responsible for drafting the summary reports of the evaluations for Spain, Portugal, the United Kingdom, France, Luxembourg and Wallonia.

European synthesis of the mid-term evaluations of Rural Development Programmes

The European Commission’s DG Agriculture and Rural Development contracted a consortium, which included AEIDL, to prepare a synthesis of the mid-term evaluations of Rural Development Programmes for the 2000-2006 period.

AEIDL was responsible for Belgium.

COESIMA: European Cooperation on Major Tourist Sites

AEIDL undertook the external evaluation of an INTERREG IIIC project on cultural tourism.

The COESIMA project (Coopération Européenne de Sites Majeurs d’Accueil) included seven partners from various EU countries (the Lourdes Développement Agency in France as project leader, with other partners from Italy, Spain, Germany, Portugal, Greece and Poland). The aim of COESIMA was to jointly promote the sites concerned and to present a tourist package adapted to specific visitor requirements, particularly disabled people.

The evaluation was carried out in three stages: the setting up of the monitoring mechanism; monitoring the implementation; and the overall assessment report and recommendations.

Updating the mid-term evaluation of the LEADER+ programme in France

In partnership with the French consultancy firm Chôra Conseil, AEIDL was awarded the contract to update the mid-term evaluation of the LEADER+ programme in France.

The work was done through desk research, interviews with the programme’s main stakeholders and case studies at the local level. The contract was awarded by CNASEA (Centre National pour l'Aménagement des Structures des Exploitations Agricoles), the managing authority for the LEADER+ programme in France.

Mid-term and final evaluation of the LEADER+ programme in Wallonia

This project covered both the mid-term (2003) and final evaluation (2005) of the LEADER+ programme in Wallonia (Belgium).

The work was done by means of desk research, interviews with the programme’s main stakeholders, case studies at local level and "evaluation seminars". The contract was awarded by the Walloon Region's Ministry of Agriculture, the managing authority for the LEADER+ programme in Wallonia.
