Kjell-Roger Karlsson has more than 40 years experience in the coordination, organisation and management of different types of regional and local development programmes.
He worked for many years at regional council level and as the Director of the Swedish National Rural Agency, where he was responsible for implementing the LEADER ll programme. For over 15 years he has worked as a high level expert in development and capacity building for international rural institutions.
Kjell-Roger Karlsson has extensive experience and knowledge of the LEADER area-based approach and of its implementation at local, national and international level. Before the 2004 enlargement of the EU, he was a TAIEX expert on local democracy and local development. In 1999 he was one of the pioneers in launching the organisation, PREPARE (PRE-accession PArtnership for Rural Europe).
He also works as an advisor to the Swedish popular movement ”hela Sverige ska leva” (All Sweden Shall live), and contributed to the organisation of Rural Parliaments in Slovakia and Hungary. From 2000-2002, Kjell-Roger Karlsson was the Slovak government advisor on decentralization and democratisation.
Between 2002 and 2012 he worked in Albania, where he was the Swedish Cooperation & Development Agency´s manager of the Decentralisation & Local/Regional Development Project, and another project aiming to strengthen democracy and citizens involvement. He wrote a Handbook on the LEADER approach that was used in different projects in the Balkan countries.
