Mathias serves as Expert in the Service Contract AEIDL delivers on behalf of the European Commission on Socially Responsible Public Procurement. He supports the project team on the country reports (himself co-responsible for Luxembourg) and country fiches (himself working on Sweden) and the preparation and organisation of training events with representatives of public administrations, the contracting authorities, and of social economy enterprises. He contributed to the Study “The social impact of public procurement Can the EU do more?” (2023), commissioned by the EP’s Employment Committee and coordinated by Valentina Caimi. Together with her he is co-author of the Study “Impact of State Aid on the Development of the Social Economy and on Service Providers for Persons with Disabilities” (2023), commissioned by EASPD.
In parallel to AEIDL he is the (part-time) Policy and Project Coordinator of Social Services Europe (SSE). He has more than 20 years of experience in jobs in Germany and Belgium the fields of social services, health care, social and labour market inclusion, state aid, public procurement, poverty and social exclusion, vocational education and training/skills and occupational safety and health. Prior to his current job Mathias has worked in Brussels with EU-level trade union confederations (EPSU) and social NGOs (Solidar, EAPN, EPR). In all these jobs he has done policy analysis and monitoring, advocacy work and transnational projects. Mathias speaks German, English and French and understands on an intermediary level Portuguese and Czech. He holds a Master’s Degree in Public Policy and Management from the University of Constance/Konstanz and has done a PhD at the Faculty of Economic and Social Sciences of the University of Cologne/Köln.
